Windows Phone needs only 1 GB ram to perform. Rest of the ram stays idle. I recently installed Windows 10 on Nokia 630 which has 512 MB ram and its speed is very good :).
Android need minimum 1.5 GB ram to function properly. Therefore comparing android ram with windows ram is not fair. Same like IPhone 4 has 512 mb ram. Is it slow? If you are using a good OS then low ram doesn't matter. Android uses Java based OS which require huge ram to function. Android will always be slow. And Windows Phone and IPhone will always be fast as both uses very efficient programming language; c and objective c respectively.
